工藝過程無組織排放的控制要求主要是加強設(shè)備的密封和物料投加、卸放等容易造成VOCs散逸環(huán)節(jié)的控制措施。VOCs物料儲存方面主要是控制儲罐的排放，制藥企業(yè)的儲罐規(guī)模相對較小，因此管控規(guī)模限值也相對更低一些。還有敞開液面VOCs逸散，因為大部分制藥企業(yè)需要考慮除臭等原因，所以要求采用加蓋和密封等措施。VOCs的無組織排放要求實行分區(qū)管理，對位于重點地區(qū)的制藥企業(yè)要求達(dá)到更高的無組織排放控制水平。

 對于廠區(qū)內(nèi)無組織排放的管控，本標(biāo)準(zhǔn)增加了VOCs無組織排放限值，地方生態(tài)環(huán)境主管部門可根據(jù)當(dāng)?shù)丨h(huán)境保護需要自行確定具體實施方式。根據(jù)目前調(diào)研的結(jié)果，如果車間內(nèi)部控制好，滿足要求不會有太大的壓力。
